| Abstract | Les politiques de la biodiversité améliorent le niveau de bien-être général en corrigeant les principaux effets externes de la gestion des habitats et des écosystèmes riches en biodiversité. Toutefois, au-delà de l’amélioration globale qu’elles engendrent, ces politiques peuvent faire des gagnants et des perdants. Les lignes directrices de l’OCDE recommandent expressément de prendre en considération les effets de ces politiques sur le bien-être absolu et relatif de différentes catégories de population. Dans le présent ouvrage, nous avons analysé les effets redistributifs des politiques de la biodiversité sur différentes catégories de population et à différentes échelles dans l’espace et le temps. Nous avons proposé des méthodes permettant de mesurer ces effets et expliqué la nature du lien existant entre les objectifs de l’action publique, le choix des instruments et les effets de répartition. Nous avons par ailleurs examiné divers arguments issus de la documentation économique qui plaident en faveur de l’intégration des questions de répartition dans le choix des politiques de biodiversité, puis évoqué différentes méthodes permettant de tenir compte de ces questions lors de l’élaboration des politiques et de gérer les conflits qu’elles induisent. Enfin, nous avons présenté de très nombreuses études de cas pour illustrer les chaînes de causalité complexes qui engendrent des effets redistributifs et mettre en lumière les meilleures pratiques permettant d’intégrer des considérations d’efficience et d’équité dans la conception, la mise en oeuvre et la gestion courante des politiques. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
