| Abstract | Depuis ses débuts au lendemain de la Seconde Guerre mondiale, l’industrie moderne de l’uranium a subi une évolution caractérisée par le passage d’une activité exclusivement destinée à satisfaire les besoins militaires à une activité principalement tournée vers la fabrication de combustible pour alimenter les réacteurs nucléaires civils producteurs d’électricité. Le Livre rouge a suivi la même évolution. La terminologie utilisée pour définir les ressources a évolué définir de façon plus robuste les catégories de ressources et mettre à la disposition des planificateurs, tant dans le secteur public que privé, des outils permettant de mieux évaluer la capacité des ressources d'uranium à répondre aux besoins futurs. Les tranches de coût de production ont été ajustées périodiquement pour tenir compte de l’évolution des prix de marché et des sections du Livre rouge ont été ajoutées ou supprimées dans les éditions successives au fur et à mesure que le secteur devenait plus mature et s’adaptait à l’évolution des contraintes du marché, des contraintes réglementaires ainsi que des attentes de la société. L’essor du nucléaire civil a conduit à s’interroger sur la capacité des ressources à satisfaire les besoins d’uranium futurs. En réponse, le Livre rouge a livré des projections de la puissance nucléaire installée et des besoins d’uranium à long terme. Un regard rétrospectif sur ces projections appelle à beaucoup de modestie quand on mesure l’influence d’événements de portée mondiale ou d’origine sectorielle sur la justesse de ces projections. La crise du pétrole de 1973 a propulsé brutalement l’énergie nucléaire au rang de substitut des énergies fossiles et conduit à livrer des projections trop optimistes de croissance de la puissance installée et des besoins en uranium. Plus tard, les accidents de Three Mile Island et de Tchernobyl survenus respectivement en 1979 et 1986 ont douché les enthousiasmes pour plusieurs décennies. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
