Abstract	Le ralentissement de la croissance du PIB amorcé en 2000 s’est intensifié en 2001 et s’est poursuivi au premier semestre 2002 (graphique 1). Comme l’indiquait la précédente Étude économique de la Pologne (OCDE, 2001a), ce ralentissement conjoncturel était nécessaire et bienvenu étant donné l’état de surchauffe de l’économie après plusieurs années de très forte progression de la croissance et de l’investissement. D’ailleurs ce ralentissement est caractéristique d’un cycle d’investissement classique, bien que son impact sur l’activité ait été exacerbé par le ralentissement de la croissance ailleurs dans le monde. Mais il a entraîné une détérioration de la situation sur le marché du travail, ce qui est préoccupant. A plus de 20 pour cent (d’après les enquêtes sur la population active), le taux de chômage de la Pologne est le plus élevé de l’OCDE, et près de la moitié de la population d’âge actif ne travaille pas. En revanche, l’inflation a fortement ralenti et, à compter de mai 2002, elle est restée inférieure à 4 pour cent pendant plus de 6 mois. En outre, il n’y a quasiment pas de signes annonciateurs d’accélération de la hausse des prix. Dans ce climat économique mitigé, les indicateurs font état d’une reprise modérée de la production en 2002 et 2003, mais le chômage restera sans doute élevé à court terme. A plus long terme, il faudra faire plusieurs réformes importantes sur les marchés du travail et des produits afin de ramener le taux de chômage à un niveau acceptable et de maintenir durablement des taux de croissance élevés...
