Abstract L’Irlande a aujourd’hui une population relativement jeune, mais elle devra faire face, comme les autres pays, quoique à un horizon plus lointain, aux pressions à long terme découlant du vieillissement démographique. Le système de retraite irlandais est fondé sur une pension publique de base, mais l’épargne privée est également fortement mise à contribution pour assurer un revenu de remplacement adéquat aux retraités. De fortes augmentations de la pension publique ont permis de réduire la pauvreté, même si de nombreux retraités ont encore un faible niveau de revenu. La situation de nombre de ménages se caractérise par un déficit d’épargne-retraite considérable, correspondant à l’écart entre la pension publique quasiment forfaitaire et un revenu de remplacement raisonnable à la retraite. Pour nombre de personnes à revenus d’activité faibles ou moyens, l’épargne-retraite privée sera sans doute insuffisante pour combler ce déficit. Il existe de fortes incitations fiscales à l’épargne-retraite, mais elles ne sont pas correctement ciblées et leur effet global sur l’épargne est probablement limité. Compte tenu des pressions que le vieillissement exercera à terme sur les finances publiques et sur l’ensemble de l’économie, nous présentons dans ce chapitre des propositions de réforme du système de retraite.

It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
