Abstract Les communes finlandaises jouissent d’une large autonomie budgétaire et fournissent une grande partie des services publics ou assurent leur mise à disposition. Ces dernières années, leurs dépenses et leur dette n’ont cessé d’augmenter, notamment en raison du vieillissement de la population et de la progression des coûts des soins de santé et des services sociaux. En outre, les petites communes ont souvent du mal à assurer des services de qualité nationale. Les pouvoirs publics ont lancé une réforme pour améliorer l’efficacité des communes grâce à des fusions volontaires. Eu égard à l’expérience internationale et aux coûts par habitant dans les différentes communes finlandaises, il semble que la taille optimale pour les communes soit de plus de 20 000 habitants, du moins en dehors des zones reculées. Comme les fusions doivent être volontaires, le résultat de la réforme reste incertain. Si les plans de fusion se révèlent insuffisants pour assurer l’efficacité de la prestation des services publics, des fusions pourraient être imposées aux petites communes, en particulier autour des principales zones urbaines. Les responsabilités des petites communes pourraient être revues à la baisse dans toutes les fonctions où des économies d’échelle et de gamme peuvent être réalisées. Les politiques doivent aussi être suffisamment souples pour permettre la restructuration des services suite aux fusions. Les partenariats entre entités publiques ou privées dansla fourniture de services pourraient être développés dans certains domaines. Enfin, la structure fiscale et les règles budgétaires devraient être renforcées pour assurer la viabilité à long terme des finances publiques.

It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
