Remédier aux pénuries de main-d'œuvre et de compétences

Abstract	Le rythme rapide de croissance a fait apparaître sous un jour différent les problèmes du marché du travail. Par le passé, on s’inquiétait surtout du chômage structurel de longue durée régionalisé. Cet aspect paraît moins préoccupant aujourd’hui face au nouvel enjeu que représente la nécessité d’assurer une offre suffisante de main-d’oeuvre. À 4.9 % au dernier trimestre 2007, le taux de chômage se situe à un niveau d’étiage inégalé en 11 ans et la part de la population d’âge actif commencera de se contracter d’ici peu. Pour empêcher que l’offre de main-d’oeuvre ne fasse obstacle à la croissance, il est indispensable d’accorder une plus grande attention à l’activation des réserves restantes de main-d’oeuvre. Le présent chapitre passe en revue les secteurs où existent de telles réserves ainsi que les mesures à mettre en oeuvre pour ramener ces réserves sur le marché du travail. Pour les cohortes de jeunes, la politique d’éducation est le problème essentiel. Dans les autres groupes, les comparaisons avec d’autres pays de l’OCDE montrent qu’il existe des réserves importantes parmi les femmes d’âge très actif et les cohortes de seniors, dont l’origine peut être recherchée dans la politique familiale et l’incitation à la préretraite.
