Abstract	Le présent chapitre fait le point des réformes récemment mises en oeuvre dans le but d’améliorer la structure des politiques sociales au Canada et propose de nouveaux ajustements destinés à en accroître l’efficience. Il conviendrait de revoir la conception des politiques familiales afin d’en réduire les effets désincitatifs sur l’exercice d’une activité professionnelle, notamment au bas de l’échelle des salaires. Les programmes sociaux, qui privilégient les interventions à court terme, doivent davantage être axés sur l’amélioration des qualifications grâce à une formation de qualité. L’inclusion sociale et économique de la population autochtone et des immigrés récents pourrait être accélérée par des mesures individualisées, tandis que les programmes en faveur des enfants défavorisés et des familles à risque pourraient encore être développés. L’accès des jeunes enfants à l’enseignement préscolaire et aux services de garde pourrait être facilité, en particulier dans le cas des familles à faible revenu. À mesure que la population vieillit, il sera également utile de faire en sorte que les travailleurs âgés puissent plus facilement continuer d’exercer une activité.
