| Abstract | Cette édition de Regards sur l’éducation est publiée au moment où le chômage des jeunes est devenu une source de préoccupation majeure pour les responsables politiques. Entre 2008 et 2011 – les années de référence de la plupart des données de cette édition –, les taux de chômage ont grimpé dans la plupart des pays et sont restés élevés depuis lors. Les jeunes ont été frappés de plein fouet par le chômage et le sous-emploi en raison de la récession économique mondiale. En moyenne, dans les pays de l’OCDE, 16 % des jeunes âgés de 15 à 29 ans étaient non scolarisés et sans emploi en 2011, un pourcentage qui a atteint la barre des 20 % chez les 25-29 ans (parmi ces derniers, 40 % étaient au chômage, dont la moitié depuis plus de six mois, et les autres, totalement en marge du marché du travail). Ces chiffres sont nettement plus élevés dans certains pays, où parmi les 25- 29 ans, plus d’un individu sur trois est non scolarisé et sans emploi. Ces jeunes sont contraints de payer un très lourd tribut à la crise, alors qu’ils n’y sont pour rien, et en ressentiront longtemps les conséquences sur leurs compétences, leur moral et leur intégration sociale. Les effets à court terme qui sont démoralisants pour les individus, les familles et les collectivités appellent des réponses politiques de toute urgence, tandis que les répercussions à plus long terme, telles que la sous-exploitation des compétences, la stigmatisation et la désillusion, sont bien réelles et compromettent une reprise durable dans les pays. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
