Abstract	La Bulgarie et la Roumanie sont membres de l’Union européenne depuis le 1er janvier 2007. Dans le cadre de la réforme du régime sucrier, les prix de soutien ont été réduits et des paiements non assortis d’exigences de production ont été introduits. La réforme du secteur vitivinicole et celle du secteur des fruits et légumes ont été adoptées. Dès 2008, les producteurs recevront donc des paiements non assortis d’exigences de production. La réforme du secteur vitivinicole prévoit également des fonds pour la restructuration du secteur et la suppression progressive des aides à la distillation, tandis que la réforme du secteur des fruits et légumes renforce le rôle joué par les organisations de producteurs dans la gestion du marché. Les États membres ont élaboré des plans de développement ruraux pour la période 2007-13. Les discussions relatives au bilan de santé de la PAC ont commencé en novembre 2007.
