Abstract Le présent chapitre donne un aperçu de l’évolution des politiques agricoles conduites sur la période 2006-08 dans sept économies émergentes : deux d’Amérique latine (le Brésil et le Chili), deux d’Asie (la Chine et l’Inde), deux d’Europe (la Russie et l’Ukraine) et une d’Afrique (l’Afrique du Sud). Il est suivi de sept chapitres dont chacun est consacré à l’un de ces pays et présente une analyse approfondie et des commentaires. La première section porte sur l’évolution des marchés mondiaux des produits alimentaires, et met en particulier l’accent sur la forte hausse des prix agricoles mondiaux. Vient ensuite une description des réponses apportées à cette hausse par les pouvoirs publics, ainsi que d’autres modifications importantes de l’action publique ou initiatives nouvelles. La projection des sept économies étudiées à l’extérieur de leurs frontières, leur situation commerciale (exportatrice nette ou importatrice nette) et les objectifs divergents de l’action publique qui y est menée, présentent des contrastes intéressants du point de vue des réponses apportées par les pouvoirs publics à l’inflation des prix alimentaires. Dans la troisième section est examinée l’évolution du niveau et de la composition du soutien agricole depuis 1995-97, période qui coïncide avec le début de la mise en oeuvre des engagements pris dans le cadre de l’Accord d’Uruguay sur l’agriculture ; les moyennes des économies émergentes étudiées y sont comparées entre elles et avec celles des pays de l’OCDE. Enfin, les conclusions portent sur les réponses particulières à apporter à la hausse des prix agricoles, d’une part, et sur l’orientation générale de la politique agricole dans ces sept économies émergentes, d’autre part.
