Abstract	Dans le cadre de l’Accord volontaire ACEA (Association des constructeurs européens d’automobiles) conclu avec l’Union Européenne, les émissions de CO2 des véhicules légers avaient diminué en moyenne de 12.4 pour cent entre 1995 et 2004, mais la réduction de 25 pour cent nécessaire pour atteindre l’objectif de 140 g/km « par véhicule » en 2008 apparaissait peu probable. L’Union Européenne envisage actuellement la voie réglementaire pour continuer à faire baisser les émissions moyennes par véhicule, en appliquant des normes d’émission de CO2 ou de consommation de carburant. Ces normes existent dans un certain nombre de pays, dont les États-Unis (où elles ont, il est vrai, peu évolué depuis leur adoption en 1975), le Japon, la Chine et plusieurs autres pays, et celles qui sont appliquées depuis quelque temps, aux États-Unis et au Japon par exemple, ont permis d’atteindre les objectifs de consommation de carburant fixés pour les véhicules neufs.
