Abstract	Doter les citoyens des compétences dont ils ont besoin pour exploiter tout leur potentiel, prendre part à une économie mondiale de plus en plus interconnectée et, en fin de compte, transformer un emploi meilleur en une vie meilleure est au coeur des préoccupations des responsables politiques dans le monde entier. Les résultats de la récente Évaluation de l’OCDE des compétences des adultes montrent que les plus compétents d’entre eux ont deux fois plus de chances de travailler et près de trois fois plus de chances de gagner plus que le salaire médian que les adultes peu compétents. En d’autres termes, le fait d’être peu compétent limite fortement l’accès à des emplois plus gratifiants et plus rémunérateurs. Les adultes très compétents sont également plus susceptibles de s’investir dans le bénévolat, de se considérer davantage comme des acteurs – et non des objets – des processus politiques, et de faire confiance à autrui. Dans l’action publique, l’équité, l’intégrité et l’ouverture dépendent donc des compétences des citoyens.
