| Abstract | En avril 2004, toutes les universités nationales, qui étaient jusque là des organisations juridiquement subordonnées au MEXT (ministère de l’Éducation, de la Science, des Sports et de la Culture), se sont vu octroyer la personnalité juridique et sont devenues des organisations universitaires nationales. Du fait de cette transformation, chaque université nationale bénéficie d’une plus grande autonomie vis-à-vis du gouvernement en ce qui concerne l’utilisation du budget (dotations globales), les questions de personnel (recrutement, nominations, salaires, etc.), l’organisation interne, etc., bien qu’elle continue à être jusqu’à un certain point régie par les réglementations gouvernementales, notamment en ce qui concerne l’importance du recrutement et les droits de scolarité. Chaque université nationale, désormais dégagée des réglementations strictes imposées par le gouvernement, devrait développer sa propre individualité et se distinguer dans certains domaines. L’article examinera surtout les premières réactions des organisations universitaires nationales nouvellement créées. Sur la base d’observations récentes concernant les universités nationales (organisations universitaires nationales), on montrera comment ces dernières ont précisé leurs objectifs et leurs plans stratégiques, et aussi comment elles ont structuré leur organisation et l’ont dotée de personnel afin de réaliser les objectifs et plans stratégiques. Certaines universités ont connu de sérieux problèmes lorsqu’il a fallu préparer la constitution en société, notamment en ce qui concerne les processus de prise de décision, la répartition des compétences entre la présidence et les départements, et le personnel. On analysera ensuite les problèmes découlant de la constitution en société des universités, et on présentera pour conclure certains des grands problèmes auxquels elles sont confrontées, ainsi que les orientations qui pourraient éventuellement être prises par les universités nationales et le gouvernement dans la société du savoir. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
