Abstract	Ce chapitre avance que les politiques territorialement indifférenciées sont rarement territorialement neutres, car elles reviennent finalement à des politiques en faveur de la capitale, apparemment en raison des effets d’agglomération, mais en réalité, dans une large mesure, du fait de l’influence nationale des élites de la capitale à la recherche de rente dans tous les domaines de la vie publique. Dans la mesure où les données disponibles semblent montrer que de nombreux grands pôles urbains s’agrandiront même en l’absence d’interventions publiques significatives, le chapitre soulève la question de savoir s’il convient de réviser les objectifs de développement pour passer de la promotion de l’efficience dans la région prioritaire au renforcement du potentiel de croissance et de développement sur l’ensemble du territoire. Le chapitre formule l’avis selon lequel que les approches territorialisées permettent de mieux mobiliser le potentiel inexploité de toutes les régions de manière coordonnée et systématique.
