NDLI: Améliorer les politiques de développement régional

Abstract	Le présent chapitre commence par un point de vue essentiellement sceptique sur les arguments en faveur des politiques territorialisées, en présentant une « règle empirique pour le calibrage des politiques de développement régional » qui précise les circonstances dans lesquelles une approche territorialisée pourrait se justifier. Il compare ensuite les stratégies adoptées par l’Irlande, la péninsule ibérique et l’Italie en matière de politique régionale au cours des dernières décennies, avant de conclure qu’il existe une association marquée entre croissance et agglomération, et de défendre la thèse selon laquelle les politiques régionales devraient faciliter l’agglomération, les migrations et la spécialisation plutôt que de s’y opposer. Il examine ensuite quelles sont les conséquences de ce point de vue pour l’action des pouvoirs publics dans le contexte actuel de restrictions budgétaires, en mettant tout particulièrement l’accent sur la politique sociale et la connectivité.
