Abstract	Voice over IP and Video over IP communication services gradually replaces traditional telephony systems. Furthermore, Next Generation Network (NGN) standards define the new network services and technology meant to replace current telecommunications services. The false impression is that multimedia communication is free because it uses the existing IP network infrastructure. However, the reality is that, it involves costs mainly due to the increased bandwidth required for this communication and for the new equipment needed to be installed. In this paper we address the problem of charging services provided by new type of network built on top of IP network infrastructure.
