Abstract	At the present time universities become a part of market economy. Therefore, the strategic management has a great importance for the productive and effective functioning and growth of high schools. One of the forms of the strategic university management is the complex plan. The strategic plan is a document, which determines primary ways, the goals system and the expansion strategy of the university. Also it makes possible to assign amount of resources and time, which are necessary to achieve these goals and social, economic, organizational and legal methods. The program development process includes several stages, such as internal and external analysis of the high school environment, definition or modification of the university mission, generation of goals and goals achievement indicators, etc. Various instruments of the informational support are necessary during the stages of the program development. For example, during the stage of the SWOT-analysis the experts require for the informational support system. At the stage of the target program development the intensive exchange of information among developers and experts takes place. It requires a usage of modern information technology, in particular, an effective documents circulation system. To determine the public opinion ought to use Internet technology during the program development. It cuts down expenses for the questioning and data analysis. At the stage of the determination of the goals achievement indicators it is necessary to make a comparison with previous expansion plan indicators and similar indicators of other universities. Consequently, the system, which includes a complex of various tools, is necessary for the effective development of the university strategic plan.
