Abstract | The presented work addresses the reduction of computational complexity for transcoding of interframes from H.264 to H.263 baseline profiles maintaining the quality of a full search approach. This scenario aims to achieve fast backward compatible interoperability inbetween new and existing video coding platforms, e.g. between DVB-H and UMTS. By exploiting side information of the H.264 input bitstream the encoding complexity of the motion estimation is strongly reduced. Due to the possibility to divide a macroblock (MB) into partitions with different motion vectors (MV), one single MV has to be selected for H.263. It will be shown, that this vector is suboptimal for all sequences, even if all existing MVs of a MB of H.264 are compared as candidate. Also motion vector refinement with a fixed ½-pel refinement window as used by transcoders throughout the literature is not sufficient for scenes with fast movement. We propose an algorithm for selecting a suitable vector candidate from the input bitstream and this MV is then refined using an adaptive window. Using this technique, the complexity is still low at nearly optimum rate-distortion results compared to an exhaustive full-search approach. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
