| Abstract | In this paper a new mathematical algorithm and Software tool for energy balance measurement are proposed. The system is intended to compute the above parameters in power plants, PV farms, and consumers that installed a turbine for self-consumption and occasionally are selling energy to a utility. The rules of the billing are modified: instead of a bi-monthly billing, the billing is based on load profile, namely: from five to fifteen minutes per period. That is time and energy granularity six thousand times smaller, with power generation rate of one up to 850 MWatt. It is shown here that load profile accuracy is not equal to meter registered accuracy class. The algorithm is suitable for measurement of load profile accuracy, and also suitability to quarter hourly billing. Billing according to load profile, involves new technology challenges, for which algorithmic solutions are proposed. A power decomposition algorithm to energetic components such as consumption, manufacturing, losses, and leakage is proposed. The algorithm is implemented as a software platform, and tested over several power generation entities. The solution is of interest to Independent Power Producers (IPP), to Distributed Energy Resources (DER) such as low voltage PV, and to distribution and grid companies. Similar solvers to the solution are proposed and are commercially available, but the knowledge is not exposed academically possibly due to its financial value, possibly because there's no standard. The algorithm is suitable for definition of a new standard and at the age of smart grid and quarter hourly billing a metrology standard for load profile accuracy measurement, accuracy measurement of an array of meters including a management system, and for real-time simple feedback to operators. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
