| Abstract | It is our great pleasure to welcome all participants to the 2013 International Workshop on Multilingual OCR (MOCR 2013). This is the 4th edition of this series and emphasizes the importance of multilingual OCR in digitizing and making accessible for search and information retrieval, the enormous amounts of text material in multiple languages from across the world that is not born-digital. The scope of this field now extends into non-traditional documents such as scene images containing text captured by digital cameras as well as online recognition of finger or stylus based text input from touchscreen desktops, tablets and other mobile platforms. In keeping with the tradition of earlier editions of this Workshop, MOCR '13 is being held in conjunction with the 12th International Conference on Document Analysis and Recognition (ICDAR 2013) at Washington, DC USA on August 24, 2013. The Workshop is being organized as a single-track, one-day event with an all oral presentation format. All the papers underwent the standard peer review process and the acceptance rate was about 50%. The official workshop proceedings are being published in the ACM International Conference Proceedings Series, available online as part of the ACM Digital Library. Please note that any citations should reference the online proceedings and not the unofficial hardcopy proceedings distributed at the workshop. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
