| Abstract | It is our pleasure to welcome you to CASES'04. This year CASES returns to the city of its birth, Washington DC. Seven years ago the first CASES, then a workshop, was also held in Washington DC. Through its interdisciplinary scope yet clear focus on compilers, architectures, and synthesis of embedded systems, CASES has become the premier conference in this domain, an exciting forum for technical interactions, and a source of ideas and collaboration for its participants. Again this year, CASES'04 is hosting colocated workshops, thus providing even more opportunities for enriching technical exchanges among its participants.The embedded systems space has changed significantly during the last few years, with an explosive growth in the target applications and in the available hardware and software targeted for embedded environments. The constraints of embedded systems -- from time-to-market, cost, size, weight, power, code size, real-time behavior, and reliability -- and their interactions continue to challenge embedded systems designers. This year, the Program Committee Co-Chairs have focused the conference on the complexity of system-level design and its associated challenges and requirements for compilers and architecture.CASES owes a debt of gratitude to its founders, Prof. Krishna Palem and Prof. Guang Gao, who put together the first workshop in 1998, established the conference's organizational structure, set up the original steering committee, and guided CASES's growth from workshop to conference.CASES'04 would not have been possible without a dedicated and hardworking organizing committee. Luciano Lavagno and Scott Mahlke, our Program Co-chairs, excelled at recruiting a first-class Program Committee who put together an impressive technical program. Sung Kyu Lim served as our Publications Chair and guided the assembly and production of these proceedings. Alain Darte, our Publicity Chair, ensured CASES received widespread attention. Jinian Bian and Taewhan Kim, China and Korea Representative Chairs, helped spread the word about the conference in their geographic regions. Jack Davidson was our Finance Chair and skillfully put together a budget that kept costs down while providing the best value for conference attendees. Rajeev Barua, the Workshops Chair, coordinated the organization of the three workshops held in conjunction with CASES - CTCES, MASES, and EDCEP. Bruce Jacobs was the Local Arrangements Chair, whose work we are enjoying during the conference. Kevin Fan contributed his efforts as Papers Submissions Chair, including hosting the paper submission web site and the software used in the paper submission and reviewing process. Mongkol Ekpanyapong, the Web Chair, was again responsible for setting up and maintaining the conference website hosted by CREST at Georgia Tech. Finally, the members of the CASES Steering Committee - Guang Gao, Vinod Kathail, Jaime Moreno, Trevor Mudge, Krishna Palem, and Wayne Wolf - provided a sounding board when we most needed them. Our thanks to all of the above.In 2004, CASES is again officially sponsored by ACM SIGMICRO and IEEE TC on Microarchitecture and is held in cooperation with ACM SIGBED. National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
