| Abstract | ISSAC 2003 is the 28th meeting in the well-establishedseries of the International Symposia on Symbolic and AlgebraicComputation. The first meeting of the series (1966) was held inWashington, and sponsored by ACM. Since then, the abbreviated nameof the meeting has evolved from SYMSAM, SYMSAC, EUROSAM, EUROCAL tofinally settle on the present name ISSAC. In 2003, ISSAC will beheld at the Drexel University in Philadelphia Pennsylvania USA fromAugust 3rd to August 6th. The topics of the conference includes, but are not limited to:. Algorithmic mathematics. Algebraic, symbolic andsymbolic-numeric algorithms. Simplification, function manipulation, equations, summation, integration, ODE/PDE, linear algebra, numbertheory, group and geometric computing. Computer Science. Theoretical and practical problems insymbolic computation. Systems, problem solving environments, userinterfaces, software, libraries, parallel/distributed computing andprogramming languages for symbolic computation, concrete analysis, benchmarking, theoretical and practical complexity of computeralgebra algorithms, automatic differentiation, code generation, mathematical data structures and exchange protocols. Applications. Problem treatments using algebraic, symbolic orsymbolic-numeric computation in an essential or a novel way.Engineering, economics and finance, physical and biologicalsciences, computer science, logic, mathematics, statistics, education.Following the tradition, ISSAC 2003 features invited talks, contributed papers, tutorials, poster sessions, and softwareexhibitions. This volume contains all the contributed papers to bepresented at the meeting as well as the abstracts of the invitedtalks. The cover (design: Ed Shields) shows the Drexel Universitybillboard at the intersection of 30th and Market Streets inPhiladelphia.A total of 68 papers were submitted, and each was distributed tomembers of the program committee and external reviewers. An averageof 3 referee reports were obtained for each submission, and finally36 papers were selected for presentation. As a consequence, we areconvinced that the contributions in these proceedings representexcellent and wide, though not complete, spectra of areas spanningmost of symbolic and algebraic computation. Our congratulations andwarmest thanks to all contributors and lecturers. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.

NDLI is a conglomeration of freely available or institutionally contributed or donated or publisher managed contents. Almost all these contents are hosted and accessed from respective sources. The responsibility for authenticity, relevance, completeness, accuracy, reliability and suitability of these contents rests with the respective organization and NDLI has no responsibility or liability for these. Every effort is made to keep the NDLI portal up and running smoothly unless there are some unavoidable technical issues.
Ministry of Education, through its National Mission on Education through Information and Communication Technology (NMEICT), has sponsored and funded the National Digital Library of India (NDLI) project.
