Description | Cartoon shows Senators Arthur Vandenberg and Tom Connally discussing the United Nations Charter with President Truman. The president asks, "If it took 8 weeks San Francisco time, to draw it up, what is your estimate, in Washington time, of how long it will take the Senate to ratify it?" Both Senators had participated in the development of the Charter which was signed in San Francisco on June 26, 1945. Exhibiting unusual speed, the Senate ratified it in little more than a month on July 28. |
