Description | Cartoon shows President Hoover seated at his desk before papers calling for an extra session of Congress. Hoover imagines 72nd Congress as a man with three heads: a Democratic donkey, a GOP elephant, and a goat with one horn (Berryman's symbol of insurgent members of the Republican Party). Hoover says, "I've got to be shown the wisdom of calling it to this city." Hoover had problems with Congress and preferred to govern as far as possible through executive orders. He refused to call a special session in 1931, even though it was urged by members of his own party. |
