Description | World War II cartoon shows Senator Tom Connally as a dentist holding up an enormous tooth that he has just extracted from Senate Majority Leader Alben Barkley. The tooth is labeled "Agreement to Vote April 20 on Connolly [sic] Labor Bill." Outside in the waiting room, Senator Elbert Thomas, with a swollen cheek labeled "Smith Bill" waits anxiously. Connally proposed a bill to curb the rights of labor to strike during the war in the spring of 1942. Barkley, loyal to Roosevelt who opposed the bill, managed to put off a vote until late April allowing the Senators to go home for Easter and consult their constituents. Thomas, chairman of the Labor Committee, supported Barkley. These maneuvers prevented the bill from passing in 1942, but it was merged with a bill proposed by Representative Howard Smith and passed over the president's veto in 1943. |
