The question of whether the United States should take part in an international government after the war was an extremely controversial issue, especially since the U.S. had refused to take part in the League of Nations. In March 1943, Senators Hill, Hatch, Burton, and Ball had introduced a resolution calling for a permanent United Nations organization. That fall, the Senate passed a watered-down version calling for the U.S. to participate in establishing international postwar machinery "to prevent aggression and preserve the peace." |
