Behind him Secretary of Commerce Henry Wallace is preparing to make Secretary of State James Byrnes walk another plank. In the foreground, President Truman asks, "What's inconsistent about this?" In September 1946, Steelman overruled the Wage Stabilization Board's decision to reject wage increases for long-shoremen. Meanwhile, Wallace made a speech in Madison Square Garden advocating a soft placatory line toward the Russians, a view in direct opposition to the tough line being taken by Byrnes. Berryman suggests that President Truman, who had been in office less than a year, was allowing members of his administration to undercut established government policy. |
