Description | World War II cartoon shows President Roosevelt as a doctor about to administer an enormous pill (labeled "$300,000,000 Federal Unemployment Subsidy") to a small boy (labeled "The State Governors") who protests vigorously, "You can't make me take it." His mother, labeled "Barkley" says "I can't imagine what's the matter with him, Uncle. He never acted like this before." Uncle Sam responds, "Well, maybe it's the war." Meanwhile Berryman's signature bear covers his eyes. In January 1942, the Congressional leadership led by Senate Majority Leader Alben Barkley, endorsed a proposal by President Roosevelt that would have provided money for unemployment insurance for workers temporarily laid off because of the conversion of industry to war manufacture. The plan was abandoned, however, when a group of state governors objected, arguing that this "federalization" would cause them to lose control of the employment compensation system. |
