In 1941, as the threat of war loomed, Roosevelt found himself increasingly frustrated by isolationists such as Senator Burton K. Wheeler who opposed his efforts to aid the Allies and labor leaders such as Philip Murray who refused to give up strikes despite the need to increase defense production. |
