An act to amend the Social security act to increase benefits and improve eligibility and computation methods under the OASDI program : to make improvements in the Medicare, Medicaid and maternal and child health programs with emphasis on improvements in their operating effectiveness, to replace the existing Federal-State public assistance programs with a federal program of adult assistance and a Federal program of benefits to low-income families with children with incentives and requirements for employment and training to improve the capacity for employment of members of such families, and for other purposes
