NDLI: China’s environmental strategy towards reducing deep groundwater exploitation

Abstract	Long-term over-exploitation of deep groundwater has made the North China Plain the world’s largest zone of groundwater depression, resulting in massive damage to the environment. As a result, China launched a resolute endeavor to reduce deep groundwater exploitation in 2014 when the Middle Route of the South-to-North Water Diversion Project, the world’s largest inter-basin water diversion project so far, was put into operation. In this process, water-source substitution is combined with diverse water-saving measures, including the adjustment of crop planting structures, the substitution of agricultural crops, water-saving techniques, and efficient water conservation projects. These structural measures have proved remarkably effective; however, to achieve a fundamental reduction in deep groundwater exploitation, it is imperative to control shallow groundwater pollution radically and build an efficient groundwater administration system.
