| Abstract | Traditionnellement, audiovisuel, télécommunications et technologies de l’information sont trois industries distinctes gouvernées par trois systèmes de régulation séparés.Du fait du développement du numérique intervenu tant sur le plan technique que économique, toutes les communications qui utilisent les réseaux de transmission électrique peuvent transmettre les mêmes services: non seulement ceux fournis par les réseaux comprenant la téléphonie et l’audiovisuel traditionnels mais aussi les « services en ligne » comme Internet par exemple.Ce phénomène appelé « convergence » a généré de profonds changements des modèles économiques et réglementaires.Depuis plusieurs années, malgré la réalité des convergences technique et économique, Venvironnement juridique reste sectorisé.Il faudra attendre les directives européennes du nouveau « Paquet Telecom » et leur transposition récente en droit français pour assister à une amorce de création d’un droit convergent des services de communications électroniques. Cet article examine l’impact du phénomène en termes de défis et de barrières réglementaires.Traditionally, broadcasting, telecommunications and information technologies have been distinct industries governed by three separate regulatory systems. As a result of the development of digitalisation occurring both at a technological and market level, all communications which use electronic transmission networks can send the same services : not only those provided by networks including broadcasting and telephony, but also “online services” like Internet for example.This phenomenon, called “convergence ”, is generating profound variations to the traditional business and regulatory models.For several years, in spite of the technical and economical convergences reality, the judicial environment stay divided into sectors.We have to wait for European directives named « Paquet Telecom » and their recent transposition in French law for attending a beginning of the creation of an electronic communications services law. This article examines the impact of the phenomenon in terms of regulatory challenges and barriers. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
