| Abstract | Der vorliegende Beitrag diskutiert Situationen, in denen die technische Ineffizienz von Produktionsaktivitäten das Ergebnis rationalen ökonomischen Entscheidungsverhaltens sein kann. Insofern würde eine Vorfestlegung der Betrachtung auf ausschließlich technisch effiziente Aktivitäten zu ökonomischen Fehlentscheidungen führen. Gründe für die Rationalität technisch ineffizienter Alternativen können dabei im nutzenmaximierenden Entscheidungsverhalten eines Individuums oder einer Unternehmung insgesamt liegen, oder aber durch die Konstellation exogen gegebener Marktparameter bedingt sein. Diese Fälle werden zunächst betrachtet, bevor gezeigt wird, dass die Gutenberg-Produktionsfunktion das Auftreten technischer Ineffizienzen in der Dienstleistungsproduktion infolge rationalen Entscheidens erklären und damit einen Beitrag dazu leisten kann, die Ansätze technischer Ineffizienz operationalisierbar zu machen.In this paper, we discuss several approaches that explain why technical inefficiencies may result from rational decision-making. The reasons behind the rational inefficiencies discussed are (1) individuals using their discretionary space in order to maximise their own instead of their organisation's objective function, (2) input slacks having value in the sense that they can be used to produce outputs that are not yet accounted for by the enterprise's production function, (3) decision makers maximising a profit function that is – due to specific market conditions – non-monotonic with respect to the quantities of inputs and outputs involved in the production process, and (4) a manager choosing a technically inefficient combination of working pace and working time in a service production process in order to maximise his individual utility function. All these approaches demonstrate that, contrary to the assumption in traditional production theory, technical efficiency is not a prerequisite for optimality. Hence, thoughtlessly applying the traditional quantity-based efficiency criterion for the pre-selection of production alternatives may lead to suboptimal results. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
