Abstract A model describing the microwave complex permittivity of moist saline grounds is constructed. This model is based on a refractive model, which takes into account the content of the bound water, and on the Debye model for a soil solution, which uses empirical temperature and salinity dependences of the Debye constants. Coefficients determining the fraction of salt that is dissolved in the bound water present in the soil are introduced. Formulas for salinity of a soil solution as a function of the soil moisture in the free-water region and explicit relationships are obtained for the coefficients of the Debye model of a saline ground as functions of moisture in the free-water region. As a result, formulas of the refractive model become nonlinear functions of moisture. Good agreement between the results obtained with the model developed and the experimental results is observed at frequencies of 0.6, 1.11, and 1.43 GHz for sand and bentonite with dosed salinization by NaCl.
