| Abstract | Groundwater serves as the primary water source for approximately 80% of public water systems in the United States, and for many more as a secondary source. Traditionally management relies on groundwater to meet rising demand by increasing supply, but climate uncertainty and population growth require more judicious management to achieve efficiency and sustainability. Over-pumping leads to groundwater overdraft and jeopardizes the ability of future users to depend on the resource. Optimal urban groundwater pumping can play a role in solving this conundrum. This paper investigates to what extent and under what circumstances controlled pumping improves social welfare. It considers management in a hydro-economic framework and finds the optimal pumping path and the optimal price path. These allow for the identification of the social benefit of controlled pumping, and the scarcity rent, which is one tool to sustainably manage groundwater resources. The model is numerically illustrated with a case study from Albuquerque, New Mexico (USA). The Albuquerque results indicate that, in the presence of strong demand growth, controlled pumping improves social welfare by 22%, extends use of the resource, and provides planners with a mechanism to advance the economic sustainability of groundwater.Les eaux souterraines constituent la ressource en eau principale de 80% des systèmes public d’approvisionnement en eau aux Etats-Unis, et pour bien d’autres, une ressource secondaire. De manière traditionnelle, la gestion de l’eau s’appuie sur les eaux souterraines pour satisfaire les besoins croissants en augmentant l’approvisionnement, mais les aléas climatiques et l’accroissement de la population demandent une gestion plus judicieuse pour être efficace et durable. La sur-exploitation conduit à des « découverts » d’eau souterraine et compromet la capacité des futurs utilisateurs de dépendre de la ressource. Le pompage optimal des eaux souterraines urbaines peut jouer un rôle pour résoudre ce problème. Cet article étudie dans quelle mesure et sous quelles circonstances les pompages contrôlés améliorent le bien-être social. Il considère la gestion dans un cadre hydro-économique et définissent la voie de pompage optimale et la ligne optimale des prix. Celles-ci tiennent compte de l’identification des bénéfices sociaux des pompages maîtrisés, et du « loyer de pénurie », qui est un outil pour contrôler la durabilité des ressources en eaux souterraines. Le modèle est illustré de manière numérique avec un cas d’étude à Albuquerque, au Nouveau Mexique (Etats-Unis). Les résultats d’Albuquerque indiquent qu’en présence d’un fort accroissement de la demande, les pompages maîtrisés améliorent le bien-être social de 22%, élargissent l’usage de la ressource, et fournissent à des planificateurs un mécanisme pour prolonger la disponibilité économique des eaux souterraines.El agua subterránea sirve como fuente primaria de agua para aproximadamente el 80% de los sistemas públicos de agua en los Estados Unidos, y para mucho más como fuente secundaria. El bombeo excesivo pone al descubierto y amenaza la disponibilidad para futuros usuarios al depender de este recurso. El bombeo óptimo del agua subterránea urbana puede jugar un papel para resolver este enigma. Este trabajo investiga en que medida y bajo que circunstancias el bombeo controlado mejora el bienestar social. Se considera a la gestión en un marco hidro económico y que encuentra los caminos óptimos de bombeo y precios. Esto permite la identificación del beneficio social del bombeo controlada y la escasez de la renta, que es una herramienta para la gestión en forma sustentable de los recursos hídricos subterráneos El modelo está numéricamente ilustrado con un caso de estudio de Albuquerque, New México (EE.UU). Tradicionalmente, a gestão baseia-se na capacidade das águas subterrâneas satisfazerem as necessidades crescentes, aumentando o abastecimento, mas as incertezas climáticas e o crescimento populacional requerem uma gestão mais ponderada para atingir a eficiência e a sustentabilidade. A sobre-exploração conduz a um excesso de extração de águas subterrâneas e põe em risco a capacidade de futuros utilizadores dependerem do recurso. A bombagem ótima de águas subterrâneas urbanas pode desempenhar um papel na resolução deste quebra-cabeças. Este artigo investiga até que ponto e em que circunstâncias a bombagem controlada melhora o bem-estar social. Considera a gestão num quadro hidro-económico e encontra a função de bombagem óptima e a função de custos óptima. Estas permitem a identificação do benefício social da bombagem controlada, e dos custos de escassez, que é uma ferramenta para gerir sustentavelmente os recursos hídricos subterrâneos. National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
