Abstract	The article reviews the political-legal evolution of the controllership in the institutional scene of Costa Rica. Although an effective executive decree raises the most formal aspects and elementary of a system of controllership, the deficiency of a law and integral institutional frame generates emptiness of which it must be a valuable instance of vertical control that in accelerated form is impelled in the country. The aspects indicated here give off an Academic Investigation n° 213-A6-205 registered in the Vicerrectoria de Investigacion of the Universidad de Costa Rica.
