| Abstract | Despite their lack of a legal status that gives them a specific legal identity, the structures called “Local Development Associations” and “Local Development Initiatives” in this article are currently recognized in Portugal not only by local communities but also by institutions and government as important elements in the implementation of local development. How can these initiatives, which proliferated in the early 1990s, be defined? What fields are they active in and what are the principles that guide their activities? What means do they have at their disposal? This article proposes to answer these questions drawing upon case studies of 196 organizations that have important projects. Between tools of public policy and community activism, local development initiatives are grouped by the author into four types according to their differing degrees of autonomy in relation to the State and the market. |
