Abstract	espanolEn el marco del Estado Evaluador y el gerencialismo educativo, la Ley de Educacion Superior N° 24.521(LES) refleja las nuevas orientaciones en materia gobierno y gestion promovidas por organismos internacionales y por algunos especialistas. Estas nuevas orientaciones en materia de gobierno del sistema y de las instituciones parten del supuesto de crisis de gobernabilidad que se expresa tanto en la relacion universidad estado/sociedad/mercado, como en la forma de la tomas de decision y administracion de las instituciones. Las exigencias de “accountability” o rendicion de cuentas hacia lo externo y la introduccion de valores y estrategias de gestion del sector privado introducen un conjunto de propuestas de cambio que estan contenidas en la LES. El espiritu de estas disposiciones no rompe radicalmente las caracteristicas tradicionales del gobierno -gobierno colegiado con altos grados de autonomia y autarquia- pero introduce algunos cambios de composicion y distribucion de funciones entre los organos de conduccion y nuevas formas de regulacion. El objetivo de este trabajo es caracterizar los cambios en el gobierno de las universidades argentinas desde la sancion de la Ley de Educacion Superior, intentando examinar en que medida estas disposiciones se plasmaron en las instituciones, utilizando como instrumento de analisis los Estatutos universitarios. Asimismo, se consignara cuales son las nuevas orientaciones en esta materia contenidas en las propuestas de reforma de la LES. EnglishUnder the “evaluation state” and education managerialsm, the Higher Education Act No. 24.521 (LES) reflects the new guidelines on governance and management promoted by international agencies and by some specialists. These new guidelines on governance of the system and institutions based on the assumption crisis of governability that is expressed both in the relation between university- state society -market, in the form of the decision-making and administration of the institutions. The demands of accountability and the introduction of values and management strategies of the private sector have introduced a package of proposals for change that are contained in the LES. The spirit of these provisions did not break radically the traditional characteristics of the government -collegial governance with high degrees of autonomy and autarky- but makes some changes in composition and distribution of functions among the organs of leadership and new forms of regulation. The purpose of this study is to characterize the changes in the government of Argentine universities since the passage of the Higher Education Act, trying to examine to what extent these provisions were embodied in institutions, using as a tool for analyzing the university statutes. It was also recognized what the new guidelines in this area in the proposals for reform of the LES.
