| Abstract | This paper presents the global democratization for the protection of minorities, through the global promotion of human rights. In terms of international human rights law, these ideas are the basis of the "specification process for the rights holder", according to which, in addition to general universal rights, extended to all, there is need to recognize specific rights to certain groups vulnerable in society. All this in order to achieve real equality, or at least reduce the existing fact of inequality. Thus, the consolidation of the protection of minorities reflects the situation of the need for access to the legal system just to ensure the effectiveness of fundamental rights and the full consolidation of access to justice. |
