| Abstract | le a a of Indonesian government services following the interven tion of INTERFET. On 20 May 2002, the new nation of the Democratic Republic of Timor Leste was born, and governmenta power was transferred from UNTAET to the newly elected government of Timor Leste. Although the UN remained in Timor Leste as the UN Mission of Support in East Timo (UNMISET), many services previously provided by the UN were withdrawn. One service to be withdrawn was humanitarian AME, but, because of ethical concerns, plan for humanitarian AME based on risk mitigation was adopted, rather than abruptly ceasing all humanitaria AME. |
