Abstract	This writing is the product achieved through the investigative exercise of this work team, on the environment as a subject of law and its protection through compliance action, the most suitable constitutional mechanism for this task, with delimitation in the city capital San José de Cúcuta. The main objectives set for this research were: I) Identify the existing regulations on environmental protection and compliance action, II) Recognize compliance actions resolved by the Council of State in the period from 2017 to 2019, III) How effective the compliance action has been for environmental protection. In the sense, the scientific activity was developed according to an interpretive paradigm, together with the qualitative approach. With the hermeneutic method, the comprehensive nature and the deepening of the project involved. According to this structure, two matrices emerged, each the stated objectives, where all the pertinent information collected was synthesized, with its respective social and legal analysis. This being so, this document allows us to understand socio-legal dynamics, the interior of the municipal context of Cúcuta, in the environment, the treatment, finally, the one held by the compliance action, as the constitutional mechanism for the collective protection of the one, perceived as a subject of law.
