| Abstract | Catherine Lord has surveyed women's work in various areas of Quebec, in order to determine what support structure must accompany effective affirmative action programs. The information collected from state-run companies such as Hydro-Quebec, from textile workers in the Eastern townships, and from women employed in Montreal factories demonstrates the difference between 'intentional' and 'systemic' discrimination. Affirmative action programs may seem to provide a ready solution, but obstacles such as seniority, automation, and an economic slump make their implementation difficult. |
