| Abstract | Over the past century the living standards of people in developed countries have improved substantially, resulting in improved health and increased life expectancy. Some policy analysts have argued that the gap between rich and poor has widened contributing to social exclusion and the possible development of an underclass (Byrne,1999;Honkala et al., 1999). In response to this, there is a global realization that measures need to be put in place to tackle health inequalities (Honkala et al., 1999; Makenbach and Stronks, 2002). Successive UK government policy directives have advocated the targeting of health services to meet the needs of vulnerable and socially excluded people (Department of Health, 2003; Department of Health Social Services and Public Safety (DHSSPS), 2004). Several governments have identified the homeless population as a particularly marginalized group (American Public Health Association (APHA), 1997; Commonwealth Advisory Committee on Homelessness, 2001).
