En este articulo se describen y argumentan los diferentes enfoques que existen en la literatura sobre el tema en America Latina. En el mismo continente, los programas sociales no presentan los resultados e impactos esperados por la sociedad y esto lleva a plantear una nueva conceptualizacion orientada a mejorar la calidad del gasto social. EnglishSocial Management is a concept and a practice in construction; In this article, we describe and argue that there are different approaches in the literature on the subject in Latin America. In the continent, socials programs do not present the results and impacts expected by society, this raises a new conceptualization aimed to improve the quality of social expenditure.
