Abstract	This thesis is based on the proposal of an Environmental Sustainability of a Special Action Plan in possible alert situations of drought and pollution in the upper basin of the Mira River “Rio Mira”, Carchi province, Ecuador. Natural phenomena, such as river’s droughts and pollution, are present with increasing intensity, mainly affecting the resources afforded us by the planet. In Ecuador there are some measures that are planned with the intention of reducing the impacts of these phenomena, though not as elaborate as manner as have other countries. Strategic Environmental Assessment (SEA) provides greater scope when considering environmental sustainability problem, Special Action Plans (SAP) based on the fundamentals of the SEA approach measures intended to provide greater support the solution of these environmental problems. Thus, in this thesis we seek to know the Ecuadorian current measures for these phenomena, introduce the concepts of SEA and EAP as a basis for the planning of measures to minimize the environmental, economic and social situations occur for any drought and pollution in the upper basin oh the Mira River.
