Abstract	Calculations are presented of the permittivity of water residing in conditions encountered in hydration shells. The present approach is applicable to water in high electric fields and in the whole range of temperature where it is liquid. Possible applications to various systems are mentioned. Static permittivity of aqueous solutions of exemplary salts is calculated and its comparison with experiment discussed in some detail.
