| Abstract | This research, intending to describe and accomplish an interpretation of the school reality studied, inserted in the context of the public politics of continued progression and educational cycles, is based on the world conception expressed by the historical and dialectical materialism, in order to apprehend the phenomenon of school exclusion as a form of materiality of capitalist society, an intrinsic element of its own organization. Its main aim is to make a critical evaluation of the proposals for continued progression and educational cycles implemented since 1998 as a way of democratizing the school system and to promote educational inclusion, particularly in relation to the group of poor and black children. Specific objectives are: 1) to clarify the manner in which the mechanisms used by the policy of continued progression and educational cycles cannot prevent educational exclusion of a portion of the population that attends the early grades of elementary school, 2) to describe an experience well-succeeded in the conduction of the teaching and learning processes within school that make possible the inclusion of poor and negro children in the access to school knowledge. It is accomplished by means of literature and field research conducted by means of an intervention project with a group of children from the lower grades of elementary school that attended three classes in a school tutoring program in the municipality of Marilia. It concludes that the school, in the context of the policy of continued progression and educational cycles, promotes an apparent inclusion that excludes especially poor and black children by restricting the learning of academic content and disregarding the existence of racism in their relationships, featuring the “fetish of equality”.
