Abstract	The educational policy implemented by the presidential administration of Lazaro Cardenas (1934-1940) was contested by a wide sector of university staff in the whole country. Since it was impossible to reach common points of view with the university community, the government decided to implement a higher education policy without consulting the latter. This article proposes a review of some features of the higher education and scientific research policy implemented by the administration of President Cardenas through the National Council of Higher Education and Scientific Research (Consejo Nacional de la Educacion Superior y la Investigacion Cientifica, CNESIC). This historical report shows the emergence of a new institution and several educational strategies in a period in which there was an evident dissent amongst most of the university staff and the country’s authorities. The differences of opinion between both sectors showed the confluence of two educational projects that brought into discussion the role of the State within the organization and government of the higher education institutions.
