Abstract	The purpose of this research is to outline a model that allows us to approach to the explanatory factors of the process of regional indebtedness. To that end, we have revised the institutional aspects of the system of regional decentralization and the conditions under which the regional governments can get indebtedness, analyzing the causes and the econometric models that the literature has given to explain the process of regional indebtedness. After this previous work, we outline the hypotheses that we will test and the specification of the pattern to estimate. Later on, we expose the obtained results, we extract the main conclusions and, lastly, we compare them with the result of the other available papers for the Spanish case. From all this, we can conclude that the empirical evidence assign explanatory power to different causes (institutional, economic or fiscal) and that it is reasonable to think that the normative that regu- lates the use of the regional debt is not respected.
