| Abstract | This paper proposes a study of the global impact of the level of wages paid to civil servants in the “Ile de la Reunion”, a French department located in the Indian Ocean, using historical data and a computable general equilibrium model. The wage bonuses paid to civil servants in French overseas districts (the ‘DOM’) have three main economic effects. The first effect is a positive income effect, the second effect is an overappreciation of the real exchange rate, and the third is a regressive distributional effect. The mere cancelling of a part of the wage bonuses would translate into a large recession, because of the income effect. Conversely, the effect of the reduction of price distortions would turn out to be limited, given the low flexibility of the domestic economy. A lowering of wage bonuses could then be compensated by an equivalent increase in public expenditures: investments in infrastructures, social housing, or civil servants hiring. Simulations show that this kind of expenditure shifting could have an important distributive effect benefiting local households. It would even slightly raise the level of economic activity, by diminishing the import content of global demand. For instance, capital expenditures would increase local employment in construction. Of course, an extended hiring policy of low-skilled local civil servants would maximize the distributive effect. _________________________________ Ce papier propose une etude de l’impact global du niveau des salaires payes aux fonctionnaires dans l’Ile de la Reunion, departement francais de l’Ocean Indien. Il utilise des donnees historiques et un modele d’equilibre general calculable. Les supplements de remuneration payes aux fonctionnaires des departements francais d’outre-mer (DOM) ont trois effets principaux. Le premier effet est un effet de revenu global positif, le second effet est une sur-appreciation du taux de change reel, et le troisieme effet est un effet de distribution regressif. La suppression pure et simple d’une partie de ces sur-remunerations aurait un effet recessif assez considerable, en vertu de l’effet revenu. En contrepartie, l’effet positif de reduction des distorsions se revelerait assez limite, dans le contexte d’une economie locale peu flexible. Une baisse de la sur-remuneration pourrait donc etre compensee par l’affectation d’un montant budgetaire equivalent a d’autres types de depenses : investissements d’infrastructures, logement social, ou embauches de fonctionnaires. Les simulations montrent que ces substitutions de depenses pourraient avoir un effet redistributif important, au benefice des menages locaux. Elles stimuleraient meme legerement l’activite, par rapport a la situation actuelle. En effet, elles auraient notamment pour consequence de diminuer le contenu en importations de la demande. Les depenses d’investissement provoqueraient par exemple une forte augmentation de l’emploi local dans le bâtiment et les travaux publics. Evidemment, une embauche massive de fonctionnaires locaux non-qualifies aurait l’effet distributif le plus fort. |
